Overview:
This position assists the Senior Director - Field Office in the management of Field Office programs, both administratively and clinically, in order to achieve the overall objective of providing quality care and services to children, youth and families within the Program.
Nature and Scope of Position:
· This position reports to the Senior Director-Field Office.
· This is a full-time, exempt management position that requires workweeks in excess of 40 hours and may requires some travel for training, meetings, and conferences.
· This position may serve as Senior Director-Field Office in the Director’s absence.
· This position provides leadership by formal management, clinical supervision, and by example.
· This position has decision-making responsibilities for planning child intake and comprehensive care case management strategies.
· This position ensures that quality services are provided through special projects and collaborative programs that meet the goals and objectives of the organization.
· This position may supervise the following Field Office positions: Social Workers, Family Developers, Case Managers, Case Assistants, Educational Liaisons, Field Office Aides, and other positions as determined by the Senior Director-Field Office.
· Evening and/or weekend work may be required at times for meetings, conferences, and/or office social functions. Depending on the office protocol, may serve “on call” to ensure coverage for crisis or emergency situations.
· Driving on Casey business may require use of personal vehicle. Adherence to vehicle safety guidelines and qualification for insurance required for this duty.
Principal Duties and Responsibilities:
1. Provides multi-dimensional leadership to social work staff to promote quality case management services to youth and families in comprehensive and/or care coordination.
2. Collaborates with the Senior Director-Field Office to develop, maintain, and achieve professional and clinical standards to meet licensing, accreditation, and internal Casey standards.
3. Ensures child safety standards are applied.
4. Monitors clinical and administrative work requirements.
5. Provides development opportunities for staff through feedback and coaching. Follows the HR directives in recruitment, evaluation, development, and compensation decisions.
6. Manages performance and works through to resolution on employee issues.
7. Ensures licensure/certification and appropriate qualifications for assigned staff.
8. Ensures assigned staff is meeting standards for case documentation, data input, reporting, family visits, etc. Takes corrective action immediately when gaps or problems occur.
9. Provides consultation and back up services for youth and families during crisis situations or while Social Workers are on leave; creates and maintains a supportive team environment.
10. Supervises administrative and clinical aspects of foster care; develops and monitors annual foster care budget; prepares statistical outcome analysis.
11. Oversees the intake process.
12. Participates in networking with other agencies to develop resources.
13. Keeps apprised of current clinical practices and develops proposals, standards, and methods to improve the quality of services to youth and families.
14. Advocates and acts on behalf of internal and external systems improvement initiatives.
15. Represents the Field Office in the community and serves on relevant committees, as needed. May assist in the development, implementation and management of the Field Office’s collaborative work.
16. May co-facilitate group sessions for youth/families with Field Office Social Workers, participate in child and foster family studies, lead or coordinate group activities.
17. May consult, teach, facilitate groups and otherwise assist in the advancement of learning of targeted youth, professionals, and families.
18. Manages the Field Office’s annual goals and objectives regarding child recruitment activities, foster care, transition activities, or other programs as assigned.
19. Collaborates with the Senior Director-Field Office to develop and monitor assigned aspects of the annual budget, including responsibility for approving limited expenditure requests.
20. Responsible for monitoring expenses of staff assigned and making corrections when needed.
21. Assists in identifying and obtaining resources; assists in developing and managing new projects/pilot work beneficial to the Field Office that meet the objectives of the Strategic Plan.
22. Performs other duties as assigned by the Senior Director-Field Office, including administrative management tasks and special projects having organization wide significance.
23. Maintains confidentiality of sensitive information. Understands and adheres to code of ethics and practice for functional area. Ensures alignment with organizational values, goals, and directives in all work performed.
24. Maintains appropriate boundaries with youth.
25. Acts as a good steward of Casey resources – in expenses/funding, but also in labor hours in applying appropriate amounts of resources to each project. Looks for ways to maximize effective communications with cost and effort leveraged.
26. Ensures adherence to Casey policies in all matters of practice, contracts, communications, resources, personnel and reporting.
27. Works on projects, acts as committee member, and performs other duties as assigned.
Qualifications:
Master’s Degree in Social Work from an accredited institution and a minimum of four years of combined clinical practice and supervisory experience is required. Must pass a criminal background check and meet any requirements for licensure/certification in the state/county of practice. Knowledge of social work practice and theory, specifically in the areas of human development, group and individual therapy, systems family therapy, community development, conflict resolution, cross-cultural intervention, and basic casework methods is required. Knowledge of the legal system as it applies to child welfare is required. Experience in clinical supervision, administration, budgeting, office management, project management, and personnel management is required, along with a commitment to lifelong learning. Experience in hiring, monitoring and evaluating performance, resolving disciplinary issues and discharging employees is critical to successful performance of the responsibilities associated with this position.
Strong organizational, analytical, creative thinking and problem-solving abilities are necessary. A balance of assertiveness and diplomacy is critical, as well as effective listening skills and excellent verbal and written communications skills. Must be able to work and succeed in stressful circumstances. The ability to establish and maintain positive working relationships with senior management, staff and the community is essential. The ability to lead or collaborate with a team of professionals is imperative to this position as well as valuing a diversity of work styles, people, directions, and functions. Depending on the community and the job functioning, the ability to speak other languages may be a preference.

Physical requirements include the ability to lift and reach for light objects; close visual acuity to prepare and analyze data and figures; ability to type utilizing a computer keyboard; ability to travel to outside locations; and the ability to work at a computer for extended periods of time as a primary job function.
