On Sept. 10, 2004, Casey executive vice president of Child and Family Services, William Bell addressed the Congressional Black Caucus Foundation’s annual legislative conference in Washington D.C. Bell spoke on two major challenges facing youth in foster care: the overrepresentation of minorities in the child welfare system, and the critical importance of higher education to these young adults.
