Casey Family Programs Expands Presence into New York and Hires National Child Welfare Authority



Zeinab Chahine, Former Executive Deputy Commissioner of New York City Administration for Children's Services, Joins National Foundation

New York City – Casey Family Programs, the nation’s largest operating foundation dedicated solely to providing and improving – and ultimately preventing the need for – foster care, has hired Zeinab Chahine to serve as its managing director of strategic consulting. Chahine will lead the foundation’s newly established New York City office and be responsible for assessing and supporting system-wide improvements in organizations and agencies that provide child welfare services throughout the United States, and specifically in the eastern part of the country. The purpose of this position is to create system change, to resolve issues related to reducing the number of children in foster care, and to ensure the safety and long-term self-sufficiency of youth in foster care.

“We are incredibly fortunate to be able to recruit someone with the depth and breadth of knowledge and expertise in child welfare that Ms. Chahine brings,” stated David Sanders, executive vice president systems improvement for Casey Family Programs. Sanders further stated that adding Chahine and expanding the foundation’s presence into New York are major steps in meeting the organization’s 2020 vision to safely reduce the number of children in foster care by 50 percent by the year 2020.

“I’m very excited to be joining Casey Family Programs at this time and look forward to working with a great team of highly talented people who are truly dedicated to improving child welfare outcomes,” stated Chahine.

Chahine most recently served as executive deputy commissioner, child welfare programs for the New York City Administration for Children’s Services (ACS), where she was responsible for all child welfare-related services and programs, including child protection, family support and foster care and adoption. She brings more than 22 years of experience in child welfare systems, working in various capacities including front-line casework and supervisory and administrative functions. She has worked on the development and implementation of a number of initiatives aimed at case practice improvement in child welfare areas such as child protective services, domestic violence, immigration and neighborhood-based services at ACS.

Chahine currently serves on the Executive Committee of National Association of Public Child Welfare Administrators (NAPCWA), co-chairs the safety committee of NAPCWA and is a member of the Child Welfare League of America National Advisory Committee on Family Preservation and Family Support Services. She holds a Master of Science in social work from Columbia University.
