Washington, DC – Casey Family Programs, the nation’s largest operating foundation dedicated solely to providing and improving – and ultimately preventing the need for – foster care, has hired Regina B. Schofield to serve as the managing director of public policy and JooYeun Chang to serve as the director of public policy. Schofield and Chang will lead the foundation’s Washington, D.C. office and will be responsible for working to educate federal, state, and local public policy leaders about issues affecting vulnerable children and families across the country. In addition, they will work to provide policymakers with quality nonpartisan research and data to inform cost-effective child welfare policy solutions.

Regina B. Schofield was most recently the Assistant Attorney General for the Office of Justice Programs (OJP), where she served as the nation’s AMBER Alert Coordinator and oversaw activities related to major Bush Administration and Department of Justice initiatives, including Project Safe Neighborhoods, Project Safe Childhood, the President’s DNA Initiative, the Prisoner Reentry Initiative, and Helping America’s Youth. Before her appointment as Assistant Attorney General, Ms. Schofield was Director of the Office of Intergovernmental Affairs and White House Liaison at the U.S. Department of Health and Human Services (HHS). In this dual capacity, she served as the HHS Secretary’s senior advisor on state, local, and tribal perspectives regarding HHS policies and programs and as a principal link between HHS and the White House. Ms. Schofield also has worked in the private sector. She received her bachelor’s degree in business administration from Mississippi College and an M.B.A. from Jackson State University.
Prior to coming to Casey Family Programs, JooYeun Chang served as Senior Staff Attorney for the Children’s Defense Fund (CDF). Ms. Chang, after working for CDF for the last five years, brings a wealth of expertise in child abuse and neglect, foster care and adoption, children’s mental health, child welfare financing, and kinship care. While at CDF, she authored several publications; worked to educate congressional staff about child welfare policies designed to protect children and support families; and identified and promoted best practices in child welfare and related issues. Ms. Chang is a member of the Maryland State Bar; a board member for the National Foster Care Coalition and chair for the Policy Committee of the National Foster Care Coalition; and a member of the Generations United Policy Committee. She received her J.D. from University of Miami School of Law and her undergraduate degree from North Carolina State University.
