Mitigating the Effects of Racial/Ethnic Disproportionality


Agencies in the out-of-home care system need strategies to mitigate the disparity in outcomes for children of color and to improve outcomes for all children.

This 30-page paper, produced in August 2003, focuses on practices that might mitigate the effects of disproportionality on the children and families who are already in the out-of-home care system. Practices are recommended to improve permanency planning for them and to reduce disparity in their outcomes.

It also looks at ways other systems—education, health care, and juvenile justice—are seeking to mitigate disproportionate representation of children of color.
