Roots of Permanency

Published in 2003, this conceptual framework was designed for Casey Family Programs' staff, child welfare partners, families, and youth in foster care. It describes three components that are critical for permanency:

  1. supportive and caring relationships
  2. a nurturing and empowering environment
  3. culturally responsive and timely services

The framework emerged from nearly forty years of long-term foster care service, innovative practices, and the solid organizational values that support collaboration in many communities.
