In an effort to educate policy-makers, Casey undertook analysis of child welfare demonstration projects designed to expand state program flexibility while maintaining, but capping, the current level of program funding.
Casey's analysis found positive results and cost savings in assisted guardianship and kinship care programs, but did not find statistically significant outcomes in other waiver areas that maintain current funding levels.
