Young people in foster care less likely to find work
Over 26,000 youth age out of the foster care system each year. Youth who leave foster care are more likely to drop out of high school, to be unemployed and to be dependent on public assistance when compared to other youth.

US Department of Labor addresses the need
To address these issues, the US Department of Labor’s Employment and Training Administration chose youth in foster care and alumni of care, age 16–21, to be served in a five-state demonstration project. The states they selected were:

  • California
  • Illinois
  • Michigan
  • New York
  • Texas

ETA funded each of the states at $400,000 per year with matching funds required at an equal level.

Evaluation of employment and education programs
This final evaluation report—produced by Casey Family Programs and Johns Hopkins University—is the third and final report about this demonstration project. The report describes the educational and employment outcomes participants experienced after receiving services at a project site.
