Focus on Foster Care: Family Group Decision-Making


How the state of Texas adopted a family-centered approach to child welfare

Casey Family Programs and Texas child welfare administrators formed a collaboration in 2002 called the Texas State Strategy.

The goal: to improve services and outcomes for the nearly 20,000 young people in out-of-home care in Texas.

Committed to finding a more respectful way to work with families, Texas introduced family group decision-making (FGDM) in 2003. During the phased implementation of the new practice model, Casey is providing:

  • technical assistance
  • training
  • logistics support
  • financial support to evaluate the program

Preliminary Evaluation
