Although Congress enacted the Indian Child Welfare Act (ICWA) more than twenty years ago, there has been little research to document the law’s practical impact on Native American families and tribes.

This comprehensive analysis by Eddie F. Brown, Gordon E. Limb, Toni Chance, and Ric Munoz examines compliance with the provisions of ICWA in the state of Arizona. The authors present:

  • Data on each of the five primary areas of compliance (collected using case record reviews, surveys, and focus groups)

  • Six recommendations to increase compliance with ICWA’s mandates through improved policies and procedures

This 122-page report was published in December 2002 by the National Indian Children’s Alliance, a joint effort of the National Indian Child Welfare Association and Casey Family Programs.
