Supporting Systems
Change in Texas Child
Welfare: Key
Processes in Three-
Way Partnerships
between Casey Family
Programs, Child
Protective Services,
and Third-Party
Vendors (2009).
Seattle: Casey Family
Programs.

Casey Family Programs, in partnership with the American Public Human Services Association and American Humane, formed a partnership in 2007 to:

  • Help implement legislative mandates in Texas
  • Support Texas Child Protective Services (CPS) leadership’s vision for systems change
  • Meet Casey Family Programs' objectives to safely reduce the number of children and youth in care.

Positive results
As a result of the partnership, CPS has reported a decline in staff turnover. Anecdotal evidence also suggests that child and family outcomes have improved.

Family Group Decision Making programs are proving particularly effective—CPS experienced an estimated 17 to 20 percent reduction in intakes as well as changes in investigator attitudes towards Family Group Decision Making concepts across the state.
