Chafee Assessment

The John H. Chafee Foster Care Independence Program was created in 1999.

Casey Family Programs and the State of Texas DFPS partnered to build this free, online assessment for adolescents in care, young adults who have emancipated from care or are in aftercare and secondary adult reporters for these young people.  The Chafee Assessment captures all the Chafee data outcomes identified by the National Youth in Transition Database (NYTD) data elements and Administration for Children and Families (ACF).

Goals of the Chafee Program

  • To know which youth stay in foster care until their 18th birthday.
  • To provide these youth with tools that could help them develop better education, vocation, and life skills.
  • To prepare these youth for education after high school.
  • To support their personal and emotional needs.
  • To support former foster youth ages 18-21 with a variety of supports.
  • To help youth access funds for education and training.

Aggregate summary data and raw data for youth and secondary reporters are available for downloading.  These data will examine the effectiveness of child welfare and Chafee services.
