Youth and communities know what is best for them and must be fully integrated into routine as well as system change processes to envision, develop, implement, evaluate, and improve any policies, programs, and services that may impact their lives.<\/span><\/li>\n<li class=\"p3\"><span class=\"s1\"><b>Developmental Disabilities\u2014<i><a href=\"https:\/\/mn.gov\/mnddc\/parallels2\/one\/video08\/dignityofRisk.html\" rel=\"noopener noreferrer\">Dignity of risk<\/a>:<\/i><\/b>\u00a0Every person has the right to experience life fully and should not be protected or sheltered from the ups and downs of everyday experiences, including making mistakes. Self-determination and the right to take reasonable risks are essential for personal dignity and self-esteem.<\/span><\/li>\n<li class=\"p3\"><span class=\"s1\"><b>Psychotherapy\u2014<i><a href=\"https:\/\/adpca.org\/the-core-values-of-the-person-centered-approach\/\" rel=\"noopener noreferrer\">Unconditional positive regard<\/a>:<\/i><\/b>\u00a0Individuals needing help have the agency to choose how to best respond to their own situations. No matter how dangerous, disordered, or dysfunctional individuals may appear in a given moment, they are doing the best they can.<\/span><\/li>\n<li class=\"p3\"><span class=\"s1\"><b>Recovery\u2014<i><a href=\"https:\/\/www.naadac.org\/assets\/2416\/sheedyckwhitterm2009_guiding_principles_and_elements.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">No wrong door<\/a><\/i><\/b><\/span><span class=\"s1\"><b><i>\u00a0for genuine, free, and <a href=\"https:\/\/web.archive.org\/web\/20250918020230\/https:\/\/www.samhsa.gov\/sites\/default\/files\/samhsa-recovery-5-6-14.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">independent choice<\/a>:<\/i><\/b>\u00a0Those suffering from a substance use disorder are able to get the help they need when they need it. Systems-level involvement<\/strong> includes developing specific leadership and decision-making roles for youth, birth parents, relative caregivers, and foster parents, including on advisory councils and decision-making boards, in advocacy positions, and as consultants and staff. In this approach, constituent voice and lived experience are foundational in developing trainings, policies, procedures, and practices, and constituent feedback is a key strategy for assessing the effectiveness of casework activities and the usefulness of programs and services. Examples include:<\/span><\/p>\n<ul class=\"wp-block-list\">\n<li><span class=\"s1\">Oregon\u2019s parent partnership to train agency staff and stakeholders on the best ways to engage and work with families to promote child and family well-being.<a href=\"#footnotes\"><sup>1<\/sup><\/a><\/span><\/li>\n<li><span class=\"s1\">State and county <a href=\"https:\/\/www.childwelfare.gov\/topics\/youth\/engaging-and-involving-youth-and-young-adults\/?top=109\">youth advisory boards<\/a> to inform the policies and practices developed for youth in care and those transitioning out of care.<\/span><\/li>\n<li><span class=\"s2\"><a href=\"https:\/\/toolkit.parentadvocacy.net\/cwop-parent-advocacy\/\">Child Welfare Organizing Project<\/a><\/span><span class=\"s1\">, which brings the voices and experiences of parents to New York City\u2019s child welfare system and related legislation.<\/span><\/li>\n<li><span class=\"s2\"><a href=\"https:\/\/www.risemagazine.org\/\">Rise<\/a><\/span><span class=\"s1\">, based in NYC, builds parent leadership to drive child welfare solutions that parents believe will help their families thrive. Rise&#8217;s parent-written magazine provides information and peer support to parents facing the child welfare system.<\/span><\/li>\n<li><span class=\"s1\">The <a href=\"https:\/\/www.cssp.org\/young-children-their-families\/strengtheningfamilies\"><span class=\"s2\">Strengthening Families<\/span><\/a> framework, which includes a partnership guide, training, parent partnership toolkit, and parent\/community cafes.<\/span><\/li>\n<li><span class=\"s1\">Texas\u2019 <a href=\"https:\/\/www.dfps.texas.gov\/child_protection\/Family_Support\/PCG\/PCG.asp\"><span class=\"s2\">Statewide Parent Collaboration Group<\/span><\/a>, a partnership between the Department of Family and Protective Services and parents who have been involved with child protective services to gather and incorporate parental feedback to enhance CPS policy and practice. <\/span><\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\"><\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph --><\/p>\n<p><span class=\"s1\"><strong>2. Peer-level involvement\u00a0<\/strong>includes implementing peer-support models in which young adults, birth parents, relative caregivers, and foster parents support other system-involved youth and families. Examples include:<\/span><\/p>\n<ul class=\"wp-block-list\">\n<li><span class=\"s1\">Parent partner programs that have been developed in multiple jurisdictions and have demonstrated efficacy in in-home parenting interventions and linkages to community resources, such as the <a href=\"https:\/\/www.cebc4cw.org\/program\/parents-anonymous\/\"><span class=\"s2\">Parents Anonymous<\/span><\/a> parent leaders\/partners program, or in improving reunification,<a href=\"#footnotes\"><sup>2<\/sup><\/a> such as the <a href=\"https:\/\/www.casey.org\/parents-for-parents\/\"><span class=\"s2\">Parents for Parents program in Washington state<\/span><\/a>.<\/span><\/li>\n<li><span class=\"s1\"><a href=\"https:\/\/www.cebc4cw.org\/program\/cultural-broker-program\/\">Cultural brokers<\/a> who accompany caseworkers on the initial visit with a family to assist with engagement, assessment, safety planning, and identification of support systems.<\/span><\/li>\n<li><span class=\"s1\">Birth parent-foster parent partnerships, such as the <a href=\"https:\/\/www.qpi4kids.org\/\"><span class=\"s2\">Quality Parenting Initiative<\/span><\/a>.<\/span><\/li>\n<li><span class=\"s2\"><a href=\"https:\/\/www.cebc4cw.org\/program\/sobriety-treatment-and-recovery-teams\">Sobriety Treatment and Recovery Teams<\/a><\/span><span class=\"s1\">, launched in <a href=\"https:\/\/www.zerotothree.org\/resources\/811-kentucky-sobriety-treatment-and-recovery-team-start-program-for-parents-involved-with-the-child-welfare-system\"><span class=\"s2\">Kentucky<\/span><\/a> and <a href=\"https:\/\/www.casey.org\/what-is-ohio-start-sobriety-treatment-and-reducing-trauma\/\"><span class=\"s2\">Ohio<\/span><\/a> for families with co-occurring substance use and child maltreatment issues, which pair child protective caseworkers trained in family engagement with parent mentors (peer support employees in long-term recovery).<\/span><\/li>\n<li><span class=\"s2\"><a href=\"https:\/\/www.grandfamilies.org\/Topics\/Kinship-Navigator-Programs\">Peer-to-peer kinship navigators<\/a><\/span><span class=\"s1\">, such as those offered through the Children\u2019s Home Network in Florida.<\/span><\/li>\n<li><span class=\"s1\">New Jersey\u2019s confidential peer support helpline for resource families staffed by experienced resource parents trained in the <a href=\"https:\/\/www.state.nj.us\/njfosteradopt\/services\/links\/R4RFlyer.pdf\">Reciprocal Peer Support<\/a> model.<\/span><\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\"><\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph --><\/p>\n<p><span class=\"s1\"><strong>3. Case-level involvement<\/strong> includes engaging youth and families as decision-makers throughout the development, implementation, and assessment of their case plans. In this approach, caseworkers strive to meet the youth and family where they are, plan with and not for them, build on strengths, and provide timely services that youth and families deem relevant and beneficial. This requires agencies to recognize constituents are the experts on their particular situation, and to value their knowledge and opinions of the child welfare system and family support programs. In tandem, agencies have to proactively and consistently encourage and empower constituents to participate in different stages of the program and policymaking process. Creating opportunities to move beyond cursory involvement is vital for building family-agency partnerships and establishing rapport with child welfare-involved families, many of whom are likely to distrust the system. Families are more likely to volunteer information or feedback and invest their time in other ways when there is a strong demonstrated agency commitment to:<\/span><\/p>\n<ul class=\"wp-block-list\">\n<li><span class=\"s1\">Seek out constituent voice.<\/span><\/li>\n<li><span class=\"s1\">Provide needed supports to constituents who participate.<\/span><\/li>\n<li><span class=\"s1\">Use findings to modify and strengthen programs and services.<\/span><\/li>\n<li><span class=\"s1\">Report back decisions and progress. <\/span><\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\"><\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\"><span class=\"s1\">Families need to feel and see that their voices and choices will be employed to improve services. Whether an agency chooses to involve families in case planning, establish a birth parent council, administer an annual foster parent feedback survey, support youth or birth parent advocate positions, or schedule exit interviews with youth transitioning out of care, meaningful constituent voice and choice means going beyond simply changing a policy or mission statement. They involve reframing and reforming existing institutional culture from top to bottom. Resources to support this culture shift are provided below:<\/span><\/p>\n<ol class=\"wp-block-list\">\n<li><span class=\"s1\"><a href=\"\/wp-content\/uploads\/2026\/01\/BirthParentEngagement.pdf\"><span class=\"s2\">Strategies to Increase Birth Parent Engagement, Partnership, and Leadership in the Child Welfare System: A Review<\/span><\/a> explores barriers and proactive strategies to engaging birth parents with child welfare at all levels of the continuum.<\/span><\/li>\n<li><span class=\"s1\">The <a href=\"https:\/\/www.parentsatthetable.org\/wp-content\/uploads\/2022\/08\/The-Family-Enagement-Inventory-A-Brief-Cross-Disciplinary-Synthesis.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s2\">Family Engagement Inventory<\/span><\/a> is designed to help family-serving systems use family voice to improve and shape programs and practices.
