Children who experience abuse or neglect are at a significantly higher risk of developmental delays, mental health and substance abuse challenges, low academic achievement, delinquency and involvement with the criminal justice system, teen pregnancy, and a host of other negative outcomes, including diminished future productivity.<a href=\"#footnotes\"><sup>2<\/sup><\/a><sup>,<\/sup><a href=\"#footnotes\"><sup>3<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p2\"} --><\/p>\n<p class=\"p2\">Given the long-lasting impact of child abuse and neglect, delivering programs that <a href=\"https:\/\/www.casey.org\/prevention\/\"><span class=\"s1\">prevent child maltreatment<\/span><\/a> not only is an effective approach to protecting children and strengthening families, but is also one of the most pragmatic ways to reduce the enormous financial and societal costs incurred when children are harmed. And with the Family First Prevention Services Act providing states new flexibility to spend Title IV-E funds on evidence-based prevention services,<a href=\"#footnotes\"><sup>4<\/sup><\/a> this preventive approach now has an ongoing funding mechanism to support it.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Cost of maltreatment<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph {\"className\":\"p2\"} --><\/p>\n<p class=\"p2\">Over the past several years, researchers have sought to understand the economic burden of child maltreatment.<a href=\"#footnotes\"><sup>5<\/sup><\/a> <span class=\"s2\"><b>Research estimates the cost of nonfatal child maltreatment at $830,928 over a child\u2019s lifetime.<\/b><\/span> This estimate includes both the tangible costs associated with child abuse and neglect (costs related to medical care, special education, criminal justice involvement and other areas) and the intangible costs of pain and suffering experienced by the child and the broader community.<a href=\"#footnotes\"><sup>6<\/sup><\/a> In total, the lifetime economic burden resulting from new non-fatal cases of child maltreatment in the U.S. is estimated to be approximately $563 billion per year. In fact, child maltreatment prevention and intervention programs can be very cost-effective, yielding anywhere from $1.79 to more than $20 per $1 invested in services.<\/p>\n<p><!-- wp:paragraph {\"className\":\"p2\"} --><\/p>\n<p class=\"p2\">Given the recently enacted <a href=\"https:\/\/www.childwelfare.gov\/resources\/family-first-prevention-services-act-pl-115-123\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Family First Prevention Services Act<\/span><\/a>, child welfare agencies can now spend Title IV-E funds on evidence-based prevention services.<a href=\"#footnotes\"><sup>8<\/sup><\/a> There is an array of effective prevention and intervention programs that can offset the astronomical financial costs of child maltreatment. These programs have been found to improve outcomes for children and families and are relatively inexpensive to deliver. For example, Triple P, a parenting and family support program, costs $1,400 per child to administer, compared to an estimated $831,000 in lifetime costs to society for each child that experiences abuse or neglect.<a href=\"#footnotes\"><sup>9<\/sup><\/a> <span class=\"s2\"><b>Given the substantial economic burden associated with incidences of child maltreatment, the benefits of investing in prevention programs significantly outweigh their costs.<\/b><\/span><\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Assessing impact at the jurisdiction level<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph {\"className\":\"p2\"} --><\/p>\n<p class=\"p2\">Several states have measured the costs of child maltreatment and the savings secured as a result of investments in prevention and family strengthening activities to demonstrate the potential return on investment.<a href=\"#footnotes\"><sup>10<\/sup><\/a> Studies in Alabama,<a href=\"#footnotes\"><sup>11<\/sup><\/a> Colorado,<a href=\"#footnotes\"><sup>12<\/sup><\/a> Michigan,<a href=\"#footnotes\"><sup>13<\/sup><\/a> and Washington<a href=\"#footnotes\"><sup>14<\/sup><\/a> concluded that, <span class=\"s2\"><b>even with conservative intervention cost estimates, prevention programs can be highly cost-effective.<\/b><\/span> For example, an analysis in Washington determined that after five years of implementing an evidence-based prevention programming strategy, the state would receive long-term net benefits between $317 million and $493 million (of which $6 million to $62 million would be net taxpayer benefits).<a href=\"#footnotes\"><sup>15<\/sup><\/a><\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Key resources<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph {\"className\":\"p2\"} --><\/p>\n<p class=\"p2\">A number of guides and tools have been developed to inform return on investment analyses:<\/p>\n<ul class=\"wp-block-list\">\n<li><!-- \/wp:paragraph -->\u00a0<span class=\"s2\"><b>The American Public Human Services Association\u2019s<\/b><\/span> <a href=\"https:\/\/web.archive.org\/web\/20221012024925\/https:\/33igt8427g0w69zms33dqm48-wpengine.netdna-ssl.com\/wp-content\/uploads\/2014\/06\/Social-Return-on-Investment-Brief.pdf\"><span class=\"s1\">Social Return on Investment<\/span><\/a> introduces the association\u2019s Social Return on Investment approach and highlights the methodologies, tools, and models implemented by government, philanthropic, and for-profit and nonprofit organizations to better understand and demonstrate the return on funds invested in human services.<\/li>\n<li><span class=\"s2\"><b>Casey Family Programs\u2019<\/b><\/span> <a href=\"\/wp-content\/uploads\/2026\/01\/Title-IV_E-Waiver-Interventions-Research-Brief.pdf\"><span class=\"s1\">Levels of Research Evidence and Benefit-Cost Data for Title IV-E Waiver Interventions<\/span><\/a> categorizes Title IV-E demonstration interventions according to their effectiveness data, as well as benefit-cost data, when available.<\/li>\n<li><span class=\"s2\"><b>The Children\u2019s Bureau\u2019s<\/b><\/span> <a href=\"https:\/\/www.acf.hhs.gov\/sites\/default\/files\/documents\/cb\/cost_analysis_guide.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Cost Analysis in Program Evaluation: A Guide for Child Welfare Researchers and Service Providers<\/span><\/a> offers a framework for integrating cost analysis into program evaluations, including key principles and concepts in cost analysis; guidance for defining the scope and purpose of a cost analysis, and determining the information needed to conduct it; the core steps in conducting a cost analysis; and the advantages and disadvantages of specific methods of data collection and analysis.<\/li>\n<li><span class=\"s2\"><b>The National Technical Assistance Center for Children\u2019s Mental Health\u2019s<\/b><\/span> <a href=\"https:\/\/web.archive.org\/web\/20190530111433\/https:\/\/gucchdtacenter.georgetown.edu\/publications\/Return_onInvestment_inSOCsReport6-15-14.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Return on Investment<\/span> <\/a>report highlights return on investment results from studies of four multi-state projects and examples of cost savings and cost avoidance in 13 states. Key interventions include health care, foster care, juvenile justice diversion, and counseling services provided to at-risk children and vulnerable families.<\/li>\n<li><span class=\"s2\"><b>The Washington State Institute for Public Policy\u2019s<\/b> <\/span><a href=\"https:\/\/www.wsipp.wa.gov\/BenefitCost\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Benefit-Cost Results<\/span><\/a> is a comprehensive return on investment website, which presents the latest findings regarding outcomes and cost-benefits of a range of evidence-based programs, in order to provide policymakers and budget writers with a list of well-researched programs that can lead to better outcomes coupled with a more efficient use of taxpayer dollars.
