Casey Foundation<\/a>\u00a0and\u00a0<a href=\"https:\/\/preventchildabuse.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Prevent\u00a0Child\u00a0Abuse America<\/a>\u00ae\u00a0are partnering\u00a0to\u00a0launch a\u00a0national\u00a0effort\u00a0to\u00a0prove\u00a0it is possible to fundamentally rethink\u00a0child welfare\u00a0by creating\u00a0the conditions for strong,\u00a0thriving families where children are free from harm.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>This first-of-its-kind\u00a0effort\u00a0\u2014\u00a0<em>Thriving Families, Safer Children: A National Commitment to Well-Being<\/em>\u00a0\u2014\u00a0will work across the public, private and philanthropic sectors to assist jurisdictions in\u00a0developing\u00a0more just and equitable systems that benefit all children and families and break harmful intergenerational cycles of trauma and poverty.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>\u201cHaving invested heavily in elevating the voices of parents and youth with lived experience in child welfare, we now have not only the opportunity but the obligation to act on what they\u2019ve told us they need to stay strong and healthy,\u201d\u00a0says Jerry Milner, associate commissioner for the Children\u2019s Bureau at the U.S. Administration of Children and Families. \u201cOur four organizations are uniquely prepared and driven to do just that, by transforming child welfare into a child and family well-being system.\u201d<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><em>Thriving Families<\/em>\u00a0will\u00a0help select jurisdictions\u00a0move from\u00a0traditional,\u00a0reactive\u00a0child protection\u00a0systems to systems\u00a0designed to proactively support\u00a0child and family well-being\u00a0and\u00a0prevent child\u00a0maltreatment\u00a0and unnecessary family separation.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>\u201cEvery child deserves a safe, stable and permanent family and all families deserve the opportunities and supports to raise their children safely and successfully in their own homes, communities and cultures,\u201d said\u00a0Dr.\u00a0William C. Bell,\u00a0president and CEO of Casey Family Programs. \u201cThis important effort will demonstrate how all sectors of a community can work together to reallocate resources into equitable, hope-inspiring services and supports that reduce the need for foster care and improve the well-being of children and families across the nation.\u201d<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>This multiyear commitment will provide resources and support\u00a0from the\u00a0four partners and other relevant child- and family-serving federal agencies, jurisdictions, diverse community stakeholders and the public, private, faith-based and philanthropic sectors to create more just, equitable and humane child and family well-being\u00a0systems.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>The initiative will be composed of three tiers of action:<\/p>\n<ul class=\"wp-block-list\">\n<li>Tier One \u2014 Select jurisdictions will serve as demonstration sites, collaborating with the initiative\u2019s partners for intensive technical support and resources to help realize their goal of creating child and family well-being systems.<\/li>\n<li>Tier Two \u2014 The effort will partner with jurisdictions to focus on policy and systemic reforms at the state, tribal or territorial level.<\/li>\n<li>Tier Three\u00a0\u2014 The\u00a0effort\u00a0will share lessons learned to help inform and inspire other jurisdictions in launching their own journeys in building child well-being systems.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\"><\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph --><\/p>\n<p>Tier One work will soon begin in California\/LA County,\u00a0Colorado, Nebraska and South Carolina.\u00a0The\u00a0effort\u00a0is working\u00a0to identify and invite Tier Two jurisdictions.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><em>Thriving Families<\/em>\u00a0seek\u00a0to demonstrate that\u00a0intentional, coordinated investment\u00a0in\u00a0a full continuum of\u00a0prevention and\u00a0robust\u00a0community-based\u00a0networks of support\u00a0will promote\u00a0overall\u00a0child and family well-being,\u00a0equity\u00a0and\u00a0other positive outcomes for children and families. The partners believe it is time to act on what we know: Community and\u00a0family support helps\u00a0keep children safe and well.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><em>Thriving Families<\/em>\u00a0is\u00a0rooted in the recognition that all families need help sometimes\u00a0and that seeking help is a sign of strength\u00a0and resiliency\u00a0and that we should strive to keep children safe with their families as opposed to safe from their families.\u00a0The challenges of the\u00a0global coronavirus\u00a0pandemic have\u00a0underscored\u00a0the urgency to create such systems.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>\u201cFamilies are our greatest asset in ensuring that all children are safe and have what they need to thrive and succeed\u00a0\u2014\u00a0especially now, during the coronavirus crisis,\u201d said Dr. Melissa T. Merrick, president\u00a0and\u00a0CEO of Prevent Child Abuse America.\u00a0\u201cThis extraordinary moment provides an opportunity to shift the narrative from child welfare to child well-being.
