As a result, child welfare agencies must be diligent about <a href=\"https:\/\/www.casey.org\/constituent-voice-choice\/\"><span class=\"s1\">meaningful family engagement<\/span><\/a>. Not only is it a <a href=\"https:\/\/www.casey.org\/family-engagement-video\/\"><span class=\"s1\">best practice<\/span><\/a> and something that <a href=\"https:\/\/www.casey.org\/engaging-birth-parents\/\"><span class=\"s1\">families say they need and want<\/span><\/a>, but successfully engaging caregivers in child welfare services has been shown to promote critical case outcomes such as fewer placements in out-of-home care and lower risk of repeat maltreatment.<a href=\"#footnotes\"><sup>1<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">One evidence-based approach to facilitate engagement is <a href=\"https:\/\/motivationalinterviewing.org\/understanding-motivational-interviewing\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">motivational interviewing (MI)<\/span><\/a>. Originally designed to support adults coping with substance use issues, MI has since been successfully <a href=\"https:\/\/www.childwelfare.gov\/pubPDFs\/motivational_interviewing.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">adapted for other fields<\/span><\/a> as an effective method for engaging non-voluntary or reluctant clients in making positive life changes by exploring and resolving their ambivalence toward change.<span class=\"Apple-converted-space\"> A <a href=\"https:\/\/www.chapinhall.org\/project\/the-potential-of-motivational-interviewing\/\" target=\"_blank\" rel=\"noopener\">Motivational Interviewing Guide<\/a> has been created to provide child welfare agencies with a roadmap through the MI planning and implementation process.<\/span><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">The Title IV-E Prevention Services Clearinghouse now rates MI as a <a href=\"https:\/\/preventionservices.acf.hhs.gov\/programs\/670\/show\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">\u201cwell-supported\u201d program<\/span><\/a> in the category of substance abuse programs and services. As a result, states can receive reimbursement for MI as part of their service array under the <a href=\"https:\/\/www.childwelfare.gov\/resources\/family-first-prevention-services-act-pl-115-123\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Family First Prevention Services Act<\/span><\/a>. While MI\u2019s effect on child welfare outcomes has yet to be studied extensively, its theoretical alignment with child welfare practice and proven effectiveness for substance use make it a promising approach for the field.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Essential elements<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">MI focuses on helping clients assess their willingness and motivation to work toward change. It is based on clear principles of engagement \u2014 often referred to as the <a href=\"https:\/\/motivationalinterviewing.org\/sites\/default\/files\/understanding_mi_aug_2019.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">\u201cspirit\u201d of MI<\/span><\/a> \u2014 that include:<\/p>\n<ul class=\"wp-block-list\">\n<li>An authentic <span class=\"s2\"><b>partnership<\/b><\/span> between the practitioner and the client.<\/li>\n<li>A nonjudgmental and respectful approach to signal the practitioner\u2019s <span class=\"s2\"><b>acceptance<\/b><\/span> of the client.<\/li>\n<li><span class=\"s2\"><b>Compassion<\/b><\/span> for and prioritizing the client and his\/her well-being.<\/li>\n<li><span class=\"s2\"><b>Evocation<\/b><\/span> of the client\u2019s own desire to work toward change.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\"><\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">To facilitate conversation and foster an authentic engagement between the practitioner and the client, MI includes four key processes:<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ul class=\"wp-block-list\">\n<li><span class=\"s2\"><b>Engaging<\/b><\/span> in a working relationship through listening and understanding.<\/li>\n<li><span class=\"s2\"><b>Focusing<\/b><\/span> on a shared purpose about what needs to change.<\/li>\n<li><span class=\"s2\"><b>Evoking<\/b><\/span> clients\u2019 ideas and motivations to explore ambivalence and understand the \u201cwhy\u201d of behavior change.<\/li>\n<li><span class=\"s2\"><b>Planning<\/b><\/span> for change, led by clients in a way that highlights their strengths and expertise.<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">These processes generally occur in this order, but they may overlap and\/or recur.<a href=\"#footnotes\"><sup>2<\/sup><\/a><\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block back-warm-ceramic margin-top margin-bottom padding-top padding-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><h3 class=\"quote quote_sans\"><a href=\"https:\/\/motivationalinterviewing.org\/sites\/default\/files\/understanding_mi_aug_2019.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Communication strategies<\/span><\/a>\u00a0practitioners use in MI:<\/h3>\n<ul>\n<li class=\"p2\">Asking open-ended questions<\/li>\n<li class=\"p2\">Affirming strengths and past successes<\/li>\n<li class=\"p2\">Reflective listening and showing empathy<\/li>\n<li class=\"p2\">Summarizing<\/li>\n<li class=\"p2\">Encouraging conversation about change<\/li>\n<li class=\"p2\">Exchanging information<\/li>\n<\/ul>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Use in child welfare<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">MI is a <a href=\"https:\/\/web.archive.org\/web\/20241217070128\/https:\/\/www.cascw.org\/wp-content\/uploads\/2015\/04\/MotivationalInterviewingChild-Welfare.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">promising tool for child welfare practice<\/span><\/a>, given what is known about the importance of engaging families and focusing on their strengths.<a href=\"#footnotes\"><sup>3<\/sup><\/a> In addition, the social work profession places great importance on the dignity and worth of each person, and <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/1468017305051365\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">MI fits within the principles and standards outlined in the National Association of Social Workers (NASW) Code of Ethics<\/span><\/a>. When MI is used successfully, non-voluntary or resistant clients feel supported and valued during their interactions with caseworkers.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">MI may help parents involved with the child welfare system feel more understood, which could lead to increased confidence and desire for behavior change. Ideally, parents will feel empowered to express their own ideas about how they can work toward change, gaining ownership over the change process and therefore increasing the likelihood they will be successful. Without MI, relationships between child welfare caseworkers and clients may feel contentious, and strategies for change may originate with the caseworker, which can lead to resentment, decreased desire to change, and lower probability of success.<a href=\"#footnotes\"><sup>4<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p4\"} --><\/p>\n<p class=\"p4\"><a href=\"https:\/\/www.childwelfare.gov\/pubPDFs\/motivational_interviewing.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s3\">MI is most useful when the following factors are present:<\/span><\/a><\/p>\n<ul class=\"wp-block-list\">\n<li>The client is engaging in specific behaviors that result in negative outcomes.<\/li>\n<li>The client feels ambivalence toward change.<\/li>\n<li>Alternative behavior choices could result in more beneficial or positive outcomes.<\/li>\n<li>The client experiences low desire and low confidence in his or her ability to change.<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">In addition to the <a href=\"https:\/\/www.casey.org\/substance-use-disorder-strategies\/\"><span class=\"s1\">significant number of child welfare cases in which substance use is a factor<\/span><\/a>, research indicates that MI may have positive effects in the following circumstances:<\/p>\n<ul class=\"wp-block-list\">\n<li>Evidence supports the use of MI in combination with other evidence-based practices, such as <a href=\"https:\/\/preventionservices.acf.hhs.gov\/programs\/608\/show\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Parent-Child Interaction Therapy<\/span><\/a>.<a href=\"#footnotes\"><sup>5<\/sup><\/a> Benefits may include higher enrollment, engagement, retention, and readiness to change.<a href=\"#footnotes\"><sup>6<\/sup><\/a> Some studies suggest that these effects may be lessened, or even reversed, in clients who show higher initial motivation. Therefore, it may be helpful to assess clients\u2019 readiness for change before employing MI.<\/li>\n<li>Research also suggests the value of MI as a technique for engaging families in home visiting. In one study, families whose home visitor was trained in MI completed more referrals for services and remained with the program for a longer period of time.<a href=\"#footnotes\"><sup>7<\/sup><\/a><\/li>\n<li>The non-confrontational approach employed by <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/1468017305051365\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">MI has proven effective in reducing some high-risk behaviors in adolescents<\/span><\/a> and may prove beneficial when working with older youth involved with child welfare.<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">Recent literature reviews have concluded that more research is needed to determine whether and how MI impacts other child welfare-specific outcomes, such as family functioning, reunification, child maltreatment, and recidivism.<a href=\"#footnotes\"><sup>8<\/sup><\/a><\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block back-warm-ceramic margin-top margin-bottom padding-top padding-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><a href=\"https:\/\/www.myflfamilies.com\/services\/child-family\/child-and-family-well-being\/floridas-child-welfare-practice-model\" rel=\"noopener noreferrer\"><span class=\"s1\">Florida\u2019s Child Welfare Practice Model<\/span><\/a>\u00a0recommends that workers integrate MI into conversations with parents whose children are safe but deemed to be at high or very high risk of future maltreatment. No minimum education is required to receive MI training; however, caseworkers\u2019 ability to use MI effectively is often dependent on their access to follow-up training and coaching. In order for caseworkers to hone their skills and continue to improve their engagement techniques, coaching and skill-building should include opportunities for ongoing feedback and modeling.<a href=\"#footnotes\"><sup>9<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">The <a href=\"https:\/\/humanservices.ucdavis.edu\/course\/motivational-interviewing-facilitate-family-change\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Northern California Training Academy<\/span><\/a>, which provides training, research, evaluation, and consultation to public child welfare agencies in 28 California counties and two tribes, offers MI courses for child protection social workers and supervisors. To leverage MI as a tool to better engage families, CFSA included it in its Title IV-E Prevention Program Five Year Plan, <a href=\"https:\/\/cfsa.dc.gov\/publication\/dc-cfsa-family-first-prevention-plan#gsc.tab=0\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"s1\">Putting Families First in DC<\/span><\/a>. Approved by the Children\u2019s Bureau, the plan includes MI as a cross-cutting intervention to be delivered to all families, not just those for which substance use is an issue, in an effort to increase family engagement and completion of case goals.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">CFSA was thoughtful in its approach to proposing MI as part of Putting Families First in DC. The plan cited both empirical evidence that MI brings about family and personal-level changes, as well as lessons learned from the agency\u2019s Title IV-E waiver evaluation where a lack of client engagement undermined the potential of some of the waiver interventions. CFSA outlined MI\u2019s alignment with its long-standing vision and goals, and a clear plan for the integration of MI within the agency\u2019s existing practice model to bring about those desired goals.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">Following a CFSA investigation, all children served through in-home services or D.C.\u2019s <a href=\"https:\/\/www.casey.org\/dc-collaboratives\/\"><span class=\"s1\">neighborhood collaboratives<\/span><\/a> are eligible as candidates and will receive the services of MI as an integral part of their day-to-day case management. There are two primary ways MI will be incorporated. First, it can be used as a discrete, stand-alone service within case management as a method of counseling to clarify goals, address barriers to achieving goals, and facilitate personal change. Second, for families where additional evidence-based practices (EBPs) are appropriate, MI will be leveraged through case management as a mechanism to improve the selection of additional EBPs and to promote and sustain participation, ultimately boosting the reach and impact of preventive services along CFSA\u2019s continuum of care. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph {\"className\":\"p1\"} --><\/p>\n<p class=\"p1\">Training in MI requires a few days and will be provided to all public agency and private provider staff.
