Knowledgeable, engaged, and committed child welfare professionals are vital to providing the quality supports that children and families need to thrive. High turnover rates not only impact children and families, they also affect agencies, primarily through higher costs. Not all staff turnover is preventable, but awareness of the factors that predict high turnover can inform both public and provider agencies\u2019 efforts to strengthen the child welfare workforce.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->The <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9767888\/\">COVID-19 pandemic<\/a>, <a href=\"https:\/\/www.brookings.edu\/blog\/the-avenue\/2022\/01\/12\/why-the-pandemics-record-breaking-quit-rates-are-a-boon-to-workers\/\">labor market shifts<\/a>, a public <a href=\"https:\/\/www.americanbar.org\/groups\/litigation\/committees\/childrens-rights\/articles\/2022\/fall2022-racial-discrimination-in-child-welfare-is-a-human-rights-violation\/\">reckoning with racial injustice<\/a>, and the current <a href=\"https:\/\/www.hhs.gov\/surgeongeneral\/priorities\/youth-mental-health\/index.html\">youth mental health crisis<\/a> have exacerbated workforce challenges. Yet child welfare leaders can use these challenges as an opportunity to rethink services, engage with communities, and create organizational climates that are conducive to effective practice. Agencies are implementing a range of direct <a href=\"https:\/\/www.casey.org\/workforce-challenges-strategies\">strategies to improve recruitment and retention<\/a>, but high turnover often is a symptom of broader systemic challenges that also need to be acknowledged and addressed.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Measuring turnover<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:heading --><!-- \/wp:heading --><!-- wp:paragraph -->For about 15 years prior to the COVID-19 pandemic, child welfare turnover rates hovered between an estimated 20% and 40%,<a href=\"#footnotes\"><sup>1<\/sup><\/a><sup>,<\/sup><a href=\"#footnotes\"><sup>2<\/sup><\/a><sup>,<\/sup><a href=\"#footnotes\"><sup>3<\/sup><\/a> with an estimated national average of 30% and even higher turnover rates among child welfare trainees in some states.<a href=\"#footnotes\"><sup>4<\/sup><\/a> In comparison, annual turnover rates below at or below 12% are considered optimal in the health care and human services sectors.<a href=\"#footnotes\"><sup>5<\/sup><\/a>\u00a0A <a href=\"https:\/\/www.qic-wd.org\/qic-take\/worker-turnover-persistent-child-welfare-challenge\" target=\"_blank\" rel=\"noopener\">report<\/a> from the Quality Improvement Center for Workforce Development includes turnover rate estimates across jurisdictions, based on national data in a 2018 research study.<a href=\"#footnotes\"><sup>6<\/sup><\/a> Newer data suggest turnover rose in some jurisdictions as a result of the recent workforce challenges.<a href=\"#footnotes\"><sup>7<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->Variation in turnover rates is due in part to differences in how turnover is calculated in each jurisdiction, which results in difficulty processing and comparing rates. If turnover is not measured effectively, it is difficult to address and track. The Quality Improvement Center for Workforce Development has a <a href=\"https:\/\/www.qic-wd.org\/blog\/calculating-turnover\" target=\"_blank\" rel=\"noopener\">tool<\/a> to help jurisdictions calculate their turnover rate.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->Tracking annual turnover is only one step in understanding an agency\u2019s workforce challenges. Agency leaders must explore and disaggregate turnover data a variety of ways, including demographics, roles, and geography, and hear from various workers about their reasons for staying on or leaving the job.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Why turnover matters<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:heading --><!-- \/wp:heading --><!-- wp:paragraph --><a href=\"https:\/\/ncwwi.org\/files\/Why_the_Workforce_Matters.pdf\" target=\"_blank\" rel=\"noopener\">High staff turnover has a direct impact on children and families<\/a> that an agency serves. Staff turnover has been associated with more placement disruptions, time in foster care, incidents of maltreatment, and re-entries into foster care. Research suggests that caseworker turnover is frequent, often abrupt, and constitutes a relationship loss with children that has complex and negative impacts on children\u2019s well-being.<a href=\"#footnotes\"><sup>8<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->Increased turnover at both the frontline and supervisor levels can lead to high caseloads for the staff who stay. <a href=\"https:\/\/www.socialworkpolicy.org\/wp-content\/uploads\/2010\/02\/r2p-cw-caseload-swpi-1-10.pdf\" target=\"_blank\" rel=\"noopener\">A summary of research<\/a> indicates that high caseloads and workloads impact caseworkers\u2019 levels of stress, feelings of emotional exhaustion, and job satisfaction. They also impact key casework functions, such as timeliness, continuity, quality of service delivery, family engagement, and relationship-building.<a href=\"#footnotes\"><sup>9<\/sup><\/a><sup>,<\/sup><a href=\"#footnotes\"><sup>10<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->In addition to a <a href=\"https:\/\/ncwwi.org\/wp-content\/uploads\/2023\/02\/The-Impact-of-Turnover-on-Families-Involved-in-Child-Welfare.pdf\" target=\"_blank\" rel=\"noopener\">direct impact on children, families, and caseworkers<\/a>, <a href=\"https:\/\/www.childwelfare.gov\/pubPDFs\/case_work_management.pdf\" target=\"_blank\" rel=\"noopener\">high caseloads<\/a> and workloads contribute to an array of direct and indirect costs for a child protection agency. Every time a caseworker leaves the workforce, the <a href=\"https:\/\/ncwwi.org\/files\/Retention\/Calculating_the_cost_of_Employee_Turnover.pdf\" target=\"_blank\" rel=\"noopener\">cost to the agency<\/a> is approximately 70% to 200%\u00a0of the exiting employee\u2019s annual salary.\u00a0In Texas, the agency cost was estimated at $54,000 per departing staff member.<a href=\"#footnotes\"><sup>11<\/sup><\/a> <a href=\"https:\/\/ncwwi.org\/files\/Job_Analysis__Position_Requirements\/Cost_Savings_from_Reasonable_Child_Welfare_Workloads.pdf\" target=\"_blank\" rel=\"noopener\">Costs<\/a> of caseworker turnover include:<\/p>\n<ul class=\"wp-block-list\">\n<li>Direct costs related to overtime, staff separation, and hiring\/training new staff.<\/li>\n<li>Indirect costs to other staff (increased paperwork and case management, exhaustion from overwork, supervisors redirecting time to provide direct services).<\/li>\n<li>Failure to meet federal performance standards, including potential loss of federal Title IV-E funding.<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><!-- wp:paragraph -->Given the detrimental impact of turnover on agencies and the children and families they serve, using a <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/23303131.2021.1932658\" target=\"_blank\" rel=\"noopener\">holistic framework<\/a> to understand and <a href=\"https:\/\/ncwwi.org\/files\/Workforce_Development_Framework_Brief.pdf\" target=\"_blank\" rel=\"noopener\">address workforce development, including the full range of factors<\/a> likely to affect retention and turnover, should be a priority.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Turnover predictors<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph -->A 2014 meta-analysis indicated that stress, feelings of emotional exhaustion, organizational commitment, and job satisfaction had the highest effect on caseworkers\u2019 desire to leave their position.<a href=\"#footnotes\"><sup>12<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->More recently, research and jurisdictional experiences stress that a range of workforce challenges \u2014 including role ambiguity, low compensation, organizational culture, lack of peer support, increased administrative requirements, high caseloads, lack of community-based services, and the trauma many families have endured as a result of the pandemic \u2014 have only made it harder to keep staff, including supervisors.<a href=\"#footnotes\"><sup>13<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Racial equity and moral distress<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph -->Racial bias and discrimination also significantly impact the child welfare workforce. A lack of diversity in the workforce, especially in leadership, as well as perceptions of discrimination and bias can lead to lower job satisfaction.<a href=\"#footnotes\"><sup>14<\/sup><\/a> <a href=\"https:\/\/ncwwi.org\/document\/moral-distress-ncwwi-1-page-summary\/\" target=\"_blank\" rel=\"noopener\">A recent study<\/a> found that 22% of caseworkers who identified as BIPOC believed that they receive fewer opportunities for advancement, compared with 3.2% of white caseworkers.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph --><a href=\"https:\/\/cms.childtrends.org\/wp-content\/uploads\/2023\/03\/CW-Companion-Guide-2023.pdf\" target=\"_blank\" rel=\"noopener\">Black and American Indian children are overrepresented throughout all types of child welfare involvement<\/a>, resulting in considerable trauma for parents and children, and often setting families up for lifelong involvement with multiple government systems. The National Association of Social Workers acknowledged that caseworker bias has contributed to this disproportionate representation.<a href=\"#footnotes\"><sup>15<\/sup><\/a> <a href=\"https:\/\/inquest.org\/end-carceral-social-work\/\" target=\"_blank\" rel=\"noopener\">There have been increasing calls to closely examine the entire child welfare system<\/a> and the role it has in perpetuating harmful governmental intrusion and traumatizing children and families.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->Relatedly, the number of staff that experience <a href=\"https:\/\/www.socialworktoday.com\/archive\/052416p18.shtml\" target=\"_blank\" rel=\"noopener\">moral distress<\/a> may also contribute to high turnover rates. <a href=\"https:\/\/ncwwi-dms.org\/resourcemenu\/resource-library\/organizational-culture-and-climate\/1605-moral-distress-ncwwi-1-page-summary\/file\" target=\"_blank\" rel=\"noopener\">A recent study<\/a> revealed that over half of caseworkers reported not taking what they felt was the correct ethical action in a situation due to internal constraints (such as fear) or external constraints (such as lack of time or resources). More than 40% of caseworkers said their job required them to do things that were against their better judgment, and more than half said excessive rules and regulations impacted their performance.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>The impacts of COVID-19<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph -->The COVID-19 pandemic significantly impacted the workforce in many sectors, and child welfare is no exception. Workers reveal they are exhausted and experiencing high levels of personal trauma, which is compounded by the trauma they experience as part of their job.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->That said, the National Child Welfare Workforce Institute\u2019s <a href=\"https:\/\/ncwwi.org\/document\/covid-19-workforce-needs-assessment-wna-cross-site-report-for-workforce-excellence-public-child-welfare-sites\/\" target=\"_blank\" rel=\"noopener\">COVID-19 Workforce Needs Assessment<\/a> concluded that some of the changes brought about by the pandemic were improvements. For example, some workers indicated that working remotely allowed them more time to engage with families, saved driving time, increased productivity, and was less stressful than being in the office, while also helping them achieve a better work-life balance, further reducing stress. Caseworkers said they would like to maintain remote and virtual work options when possible.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->As a result, some jurisdictions are considering how changes implemented in response to COVID-19 can be integrated into everyday practice.
