More than 60% of FSC participants indicated that they connected with another participating family outside of the center and its programs.<\/li>\n<li><strong>Engaging high-risk families.<\/strong> Two-thirds of the participants in the centers\u2019 Parents as Teachers home visiting program were at higher risk of being involved with the child welfare system. This indicates that the centers were successful in reaching their target families.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\"><\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><!-- wp:paragraph -->A separate study, in 2018, noted that areas within Allegheny County served by FSCs had <a href=\"https:\/\/www.alleghenycountyanalytics.us\/2019\/01\/28\/do-family-support-centers-reduce-maltreatment-investigations-evidence-from-allegheny-county\/\" target=\"_blank\" rel=\"noopener\">fewer maltreatment investigations<\/a>, once the level of social disadvantage and population size were considered.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>City and County of San Francisco, Calif.<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph --><\/p>\n<p><em>Network of Family Resource Centers<\/em><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>In San Francisco, a network of neighborhood-based centers target supports to families with specific needs (such as families of children with special needs, families experiencing housing instability, and pregnant and parenting teens). Since FRCs launched in 2009, along with other interventions in child welfare and demographic changes, San Francisco has seen a <a href=\"https:\/\/www.casey.org\/hope2019\/\">52% reduction in the rate of children in foster care<\/a> and the rate of substantiated child maltreatment has dropped more than 60%. A 2012 <a href=\"https:\/\/web.archive.org\/web\/20240607014748\/https:\/\/matrixoutcomesmodel.com\/newsletters\/docs\/First5_SF.pdf\" target=\"_blank\" rel=\"noopener\">formal evaluation<\/a> of the FRC network found:<\/p>\n<ul class=\"wp-block-list\">\n<li>Families improved on several key indicators of overall functioning, including lowering their risk of emotional\/sexual abuse, increasing emotional well-being, and knowledge of community resources and systems of support.<\/li>\n<li>Differential response case management resulted in a decrease on an indicator of risk of abuse.<\/li>\n<li>For every additional 10 hours of case management a parent received, the likelihood of showing an improvement on the parenting skills indicator rose by 4%.<\/li>\n<\/ul>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Colorado<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph --><em>Family Resource Centers<\/em><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph -->A statewide program evaluation from 2019-2020 indicates that follow-up assessments of 1,823 families demonstrated <a href=\"https:\/\/www.cofamilycenters.org\/wp-content\/uploads\/2020\/09\/FRCA-2019-20-Aggregate-Executive-Summary-Final.pdf\" target=\"_blank\" rel=\"noopener\">statistically significant gains<\/a> in addressing their basic needs (including income, cash savings, debt management, housing, employment, food security, child care, children\u2019s education, mental and physical health, and transportation) and protective factors (family functioning and resiliency, concrete supports, and social support). Families also demonstrated improved parenting practices and increased understanding of child development.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph -->In Teller County, a recent <a href=\"https:\/\/www.omni.org\/publication\/family-justice-journal-roi-frc\" target=\"_blank\" rel=\"noopener\">study<\/a> found that, adjusting for population changes, there were 51 fewer cases of child maltreatment in 2018 compared to 2015. Almost twice as many parents were employed one year after participating in FRC services than at their initial enrollment.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Massachusetts<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph --><em>Family Resource Centers<\/em><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph -->After receiving parenting education services through the FRCs, 87% of participants said they were <a href=\"https:\/\/docs.wixstatic.com\/ugd\/ec0538_913797670a684bbfb1052e87f12bac03.pdf\" target=\"_blank\" rel=\"noopener\">aware of parenting skills<\/a> that fit their child\u2019s ages and needs, up from 29% at baseline. Parents participating in parent-child activities reported that they receive support from others during playgroups, that the playgroups help them learn new parenting skills, and that attending playgroups help them cope with parenting challenges.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>New York<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph --><em>Family Resource Centers<\/em><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph -->All families served by FRCs in the state of New York State demonstrated improvements in a number of protective factors, including parental resilience, nurturing and attachment, social connections, and concrete support, according to a <a href=\"https:\/\/ocfs.ny.gov\/programs\/trust-fund\/assets\/docs\/2021-New-York-FRC-Evaluation-Brief.pdf\" target=\"_blank\" rel=\"noopener\">2021 data brief<\/a>. Families considered to be at higher risk for child maltreatment showed the most improvement. A <a href=\"https:\/\/www.nyc.gov\/assets\/acs\/pdf\/about\/2020\/FECEvaluationReport.pdf\" target=\"_blank\" rel=\"noopener\">2020 evaluation<\/a> of New York City\u2019s Family Enrichment Centers (FECs) found that parents\u2019 protective factors improved after their participation at an FEC. In particular, their social support networks were expanded. Given the evaluation\u2019s positive findings, the Administration for Children\u2019s Services (ACS), which funds the FECs, increased the number of FECs from 3 to 29.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n   <h2>Orange County, Calif.<\/h2>\n  \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph --><em>Families and Communities Together (FaCT) Family Resource Centers<\/em><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph -->FaCT FRC service areas had small but statistically significant <a href=\"https:\/\/www.cwla.org\/wp-content\/uploads\/2023\/08\/CRW_100_5.pdf\" target=\"_blank\" rel=\"noopener\">lower rates of initial and additional referrals to CPS<\/a>, compared to similar areas in surrounding counties (an \u201cadditional referral\u201d could take place any time after an initial referral). In 2017, for example, 20.7 per 1,000 children in FaCT service areas experienced an initial CPS referral, compared to 23.0 per 1,000 children in comparison areas in Los Angeles and San Diego.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph -->The Westminster Family Resource Center is one of the FaCT FRCs. A <a href=\"https:\/\/www.omni.org\/nfsn-report-pdfs\" target=\"_blank\" rel=\"noopener\">study<\/a> found there were 56 fewer cases of child maltreatment in WFRC\u2019s service area than the comparison area in 2017. Attributing half of these reduced cases to WFRC, and with an estimated cost per case of child maltreatment in California of $65,808 in 2017, the reduction in child maltreatment saved the Orange County child welfare system an estimated $1.84 million.
