As currently designed, <strong>mandated reporting is <\/strong><strong>a <\/strong><strong>well-intentioned but often overused and misused practice that can inflict unwarranted harm and compound trauma on children and families<\/strong>.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->A range of strategies for transforming mandated reporting are being designed and tested across the U.S., with the goal to design alternatives to child protection hotlines as entry points for providing support to families. These alternatives, which include <a href=\"https:\/\/www.casey.org\/helplines-vs-hotlines\/\">warmlines<\/a> and <a href=\"https:\/\/www.casey.org\/community-pathways-familyfirst\/\">community pathways<\/a>, offer prevention-based support to families that have been identified to be in crisis but are in situations that do not warrant the initiation of a child protection investigation.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph -->In December 2024, 13 jurisdictional teams comprised of child protection agencies, mandated reporters, lived experts, community partners, and other advocates and stakeholders gathered to explore approaches to transforming mandated reporting. The convening brought forward information on key issues, challenges, strategies, and early lessons from change efforts. Some child protection agencies have hired lived experts, engaging them to provide legislative testimony and inviting them to participate on committees and task forces. Participants in the convening also suggested that agencies partner with programs designed and run by lived experts, and that compensation and reimbursement rates for engaged lived experts need to be revisited. Those who the child welfare system has impacted are, first and foremost, people. When they are willing to share their often-traumatic experiences, system leaders and partners should listen carefully and think about how they would want themselves and their families to be treated. Systems change is critical, but to be sustained, fundamental mindsets must shift regarding families and their capacity for change.<\/li>\n<li>Employ lived experts to build relationships with families needing support. Lived experts can form trusting connections with families and are uniquely positioned to have a positive impact. Additionally, lived experts have a significant impact on organizations and teams where they work.\u00a0<a href=\"https:\/\/granitepathwaysnh.org\/strength-to-succeed-1\/\">Strength to Succeed<\/a>\u00a0is a peer support program in\u00a0<strong>New Hampshire<\/strong>\u00a0with lived expert staff supporting families involved with child protection and juvenile justice.<\/li>\n<li>Engage lived experts in advocacy and policy change efforts. Creating multiple avenues for engagement is important, as is recognizing that even one individual\u2019s testimony can make a difference. Creating opportunities for both written and oral testimony can broaden the bench of participants, and providing strong support for lived experts as they prepare to contribute their experiences and recommendations is key. Combining data with real-life stories of people who the system has directly impacted is a powerful approach.<\/li>\n<li>Engage and compensate lived experts on task forces, advisory committees, and other structures intended to transform mandated reporting. Compensating lived experts for their time recognizes their expertise and the critical role they play. In\u00a0<strong>California<\/strong>, 28% of the membership of the state\u2019s Mandated Reporting to Community Supporting Task Force were people with lived experience, and they had representation on all subcommittees, influencing all\u00a0<a href=\"https:\/\/www.caltrin.org\/wp-content\/uploads\/2024\/08\/MRCS-Task-Force-Report-for-09-04-24.pdf\" target=\"_blank\" rel=\"noopener\">recommendations<\/a>.<\/li>\n<li>Collaborate with programs that lived experts design and lead. These programs have significant credibility with people that public systems have impacted and the community at large. For example,\u00a0<a href=\"https:\/\/www.risemagazine.org\/programs\/\" target=\"_blank\" rel=\"noopener\">Rise<\/a>\u00a0in\u00a0<strong>New York City<\/strong>\u00a0is a peer support organization that empowers families impacted by child welfare and other family policing systems, and engages them in several programs. Rise trains people with lived experience to become advocates and peer navigators, and also addresses the harms of mandated reporting. For example,\u00a0<strong>Maine<\/strong>\u00a0established steering and\u00a0<a href=\"https:\/\/www.mecitizenreviewpanels.com\/maine-child-welfare-advisory-panel\/\">advisory groups<\/a>,\u00a0<strong>California<\/strong>\u00a0implemented the\u00a0<a href=\"https:\/\/www.chhs.ca.gov\/wp-content\/uploads\/2023\/10\/MRCS-Task-Force-Subcommittees.pdf\" target=\"_blank\" rel=\"noopener\">Mandated Reporting to Community Supporting Task Force<\/a>\u00a0with several subcommittees, and\u00a0<strong>New Jersey\u00a0<\/strong>has leveraged the\u00a0<a href=\"https:\/\/www.nj.gov\/dcf\/providers\/boards\/njtfcan\/\">Task Force on Child Abuse and Neglect<\/a>, which has a multidisciplinary Subcommittee on Race, Poverty and Neglect that has addressed mandated reporting.<\/li>\n<li>Engage across systems to update materials and develop new training, tools, and other resources. In\u00a0<strong>New York City<\/strong>, the\u00a0<a class=\"broken_link\" href=\"https:\/\/imprintnews.org\/top-stories\/new-york-announces-training-to-reduce-unwarranted-child-maltreatment-reports\/238580\">child protection agency partners with the school district<\/a>\u00a0to provide information sessions tailored specifically for school staff with an emphasis on the range of ways to support families. Similar work is underway in partnership with hospitals, shelters, and other entities that are sources of mandated reports.<\/li>\n<li>Create a\u00a0<a class=\"broken_link\" href=\"https:\/\/dhhr.wv.gov\/bss\/services\/Pages\/Centralized-Intake-for-Abuse-and-Neglect.aspx\">centralized intake process<\/a>\u00a0for child maltreatment, as\u00a0<strong>West Virginia<\/strong>\u00a0has done, which can make it easier for mandated reporters to call and get consistent information.<\/li>\n<li>Establish an Ombudsman\u2019s office. In\u00a0<strong>Colorado<\/strong>, for example, the\u00a0<a href=\"https:\/\/coloradocpo.org\/\">Ombudsman<\/a>\u00a0works with child protection and community partners to resolve complaints from children and families. Some jurisdictions have begun to implement a community resource guide, which is intended to reduce bias and increase reporting accuracy. In\u00a0<a href=\"https:\/\/docs.evidentchange.org\/Pages\/newhampshirecrg\/Content\/NH%20CRG%20handout.pdf\" target=\"_blank\" rel=\"noopener\"><strong>New Hampshire<\/strong><\/a><strong>,<\/strong>\u00a0data from a field test of its guide was collected and analyzed prior to implementation to determine whether it would have its intended effect.<\/li>\n<li>Utilize the Casey Family Programs\u00a0<a href=\"https:\/\/community-opportunity-map.casey.org\/cailive\">Community Opportunity Map<\/a>\u00a0and other tools that provide data on community conditions and can help jurisdictions identify areas of strength and need.<\/li>\n<li>Document results and share success stories from efforts to transform mandated reporting, as this helps build momentum for change.\u00a0<strong>New York City<\/strong>, for example, has documented a reduction in mandated reports and an increase in community supports. Compared to 2023, reports from schools in 2024 decreased by 11%, from social services by 6%, and from healthcare providers by 4%.
