Child protection agencies must exhaust all means to ensure children and families receive essential supports to safely remain together. In instances when temporary out-of-home placement is absolutely necessary, finding the best possible family-based setting \u00adhelps to mitigate trauma. Placement <a href=\"https:\/\/www.casey.org\/kinship-values\/\">preferably should be with kin<\/a>, but when kinship care is not possible, <a href=\"https:\/\/www.casey.org\/first-placement-family-placement\/\">placing children in a safe family setting with a resource caregiver in their community is essential<\/a>.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>To ensure a sufficient number of family-based placements meet the diverse needs of children in the child welfare system, child protection agencies must actively recruit and retain resource caregivers<a href=\"#footnotes\"><sup>2<\/sup><\/a> from varied backgrounds and social identities. This brief highlights a menu of strategies for recruitment and retention of resource families, as well as a selection of tools and resources to help develop comprehensive, integrated recruitment and retention plans. The following strategies, while not exhaustive, highlight promising practices and jurisdictional examples on how to effectively and efficiently recruit resource families to best meet the needs of children in the child welfare system.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Gather, analyze, and use data<\/strong>. Data-driven recruitment approaches are essential to ensure that agencies are recruiting the right resource caregivers to match the needs of the children in out-of-home placement. <a href=\"https:\/\/www.youtube.com\/watch?v=L0DJ7Ej4j_8\">Data-informed approaches<\/a> help to:<\/p>\n<ul class=\"wp-block-list\">\n<li>Evaluate strengths and areas of improvement in the recruitment and licensing process.<\/li>\n<li><a href=\"https:\/\/bettercarenetwork.org\/sites\/default\/files\/CHAMPS-Guide-on-Foster-Parent-Recruitment-and-Retention.pdf\" target=\"_blank\" rel=\"noopener\">Assess the true number of resource caregivers available<\/a>. General messaging about children in foster care often has a limited impact. Organizations like <a href=\"https:\/\/urldefense.com\/v3\/__http:\/TheFosterParent.com__;!!HmFQeg!CYs_DCBZEGjkLYhdrBrOVuGTVIbKgwrnKqIhd602QzmdAUoQBld0ComwiCK5LLluZWdD8CiKDyljNrqqgw$\">The Foster Parent<\/a> use <strong>micro-targeting<\/strong>, a data-driven recruitment strategy to identify and reach individuals who may be interested in becoming resource caregivers. The Foster Parent partners with local agencies to create tailored digital ads \u2014 based on factors like geography, gender identity, and interests \u2014 to appeal to people with a high potential to engage. These micro-targeting ads can be child-specific, such as seeking a family for a child with medical needs or identity-related needs, or more general, such as recruiting homes for teens or sibling groups. When people engage with an ad, their information is captured and immediately shared with the partnering agency, allowing for timely follow-up. Micro-targeting has been implemented in 12 states, including statewide in <strong>California<\/strong>, and has proven an effective strategy for identifying prospective resource families that best align with a child\u2019s unique needs.<a href=\"#footnotes\"><sup>3<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Many jurisdictions also engage in <a href=\"https:\/\/www.acf.hhs.gov\/cb\/training-technical-assistance\/gis-advancement-child-welfare\">geo-mapping<\/a> and foster family utilization reviews to accurately assess their current resource parent pool and more effectively target recruitment efforts. <strong>Florida<\/strong> and other jurisdictions have implemented market segmentation\u00a0to improve out-of-home care and permanency outcomes for specific groups of youth. Data from interviews with foster and adoptive parents focused on:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Psychographics:<\/strong> current and prospective caregivers\u2019 fundamental motivations as caregivers.<\/li>\n<li><strong>Demographics:<\/strong> where resource caregivers live, congregate, worship, shop, etc.<\/li>\n<li><strong>Messaging:<\/strong> compelling ways to communicate foster and adoptive parent\u2019s immediate needs.<\/li>\n<li><strong>Media outlet:<\/strong> determine the media platform most likely to be relied on by prospective caregivers.<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --> <!-- wp:paragraph --><\/p>\n<p>Preliminary findings revealed marketing approaches that stimulate higher response rates, including investing in paid media, using visual images of children in need, and communication with faith-based organizations. Project partners experienced significant increases in the public\u2019s interest in becoming a caregiver, with initial inquiries increasing anywhere from 69% to 148%, improving the agencies\u2019 ability to place Florida children in the state\u2019s custody in family-based settings.<a href=\"#footnotes\"><sup>4<\/sup><\/a><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Regardless of the recruitment approach, messaging should clearly center the goal on fostering a child, not adoption by outlining the roles and responsibilities of resource caregivers. Communication should emphasize: (1) the primary goal of family reunification; (2) the traumatic impact of a child\u2019s separation from family; and (3) the varying levels of care required. Marketing materials should also amplify the voices of children in care and current caregivers who actively support reunification efforts with families.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Sharing real-life stories of how caregivers contribute to a child\u2019s safety, growth, and reunification can be particularly powerful. This approach leverages the power of word-of-mouth and helps current resource families feel valued and supported.<\/p>\n<p>CCP also simultaneously dedicates in-house recruiters solely to recruitment tasks to better address issues such as delays in call-backs and overwhelming paperwork for prospective resource families. These efforts successfully have doubled the number of resource families within the program.<\/p>\n<p>To further streamline the licensing process and accommodate schedules of prospective resource caregivers, CCP introduced weekend intensive training sessions that condense the lengthy 10-week, 3-hour-per-week training series into a more manageable format \u2014 17 hours of in-person training over a weekend, followed by 13 hours of virtual training. In <strong>Illinois<\/strong>, child-placing agencies are reimbursed for accreditation costs, underscoring the value and quality of accredited practices.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Implement recruitment matching efforts<\/strong>. Agencies should prioritize recruiting resource caregivers with diverse identities and backgrounds, including race, ethnicity, age, marital status, gender, sexual orientation, gender identity, and abilities. This approach is especially important for addressing the needs of disproportionately represented youth, and <a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/30\/2024-08982\/designated-placement-requirements-under-titles-iv-e-and-iv-b-for-lgbtqi-children\">it aligns with federal regulations that require agencies to ensure a safe, designated placement<\/a> for <a href=\"https:\/\/www.childrensrights.org\/wp-content\/uploads\/2023\/12\/CR-LGBTQ-Youth-in-Foster-Care-2023-Fact-Sheet.pdf\">LGBTQ+ youth<\/a>, as well as <a href=\"https:\/\/www.acf.hhs.gov\/sites\/default\/files\/documents\/cb\/afcars-report-30.pdf\">proper placements for children of color<\/a>, <a href=\"https:\/\/www.casey.org\/pregnant-parenting-strategies\/\">expectant and parenting youth<\/a>, and those with <a href=\"https:\/\/www.casey.org\/behavioral-health-partner\/\">complex behavioral health needs<\/a>. These populations often <a href=\"https:\/\/www.casey.org\/placement-stability-impacts\/\">experience more placement instability<\/a> and are at a higher risk of entering into group settings. Recruiting <a href=\"https:\/\/professionals.adoptuskids.org\/recruitment-alone-isnt-enough\/\">resource caregivers of color<\/a> as well as individuals with diverse identities and backgrounds increases the likelihood that children will connect with non-relative adults who can relate to their challenges and therefore enhance their placement stability.<a href=\"#footnotes\"><sup>6<\/sup><\/a>\u00a0Children with complex emotional, behavioral, or psychological needs require specialized care from therapeutic resource caregivers, also known as <a href=\"https:\/\/www.ffta.org\/page\/DefiningTFC\">treatment foster care<\/a>, who are trained in trauma-informed care and behavior management to support healing and develop coping skills. To identify potential therapeutic caregivers, it may be helpful to target <a href=\"https:\/\/bettercarenetwork.org\/sites\/default\/files\/CHAMPS-Guide-on-Foster-Parent-Recruitment-and-Retention.pdf\" target=\"_blank\" rel=\"noopener\">recruitment efforts at professionals in allied fields<\/a> like medical, behavioral health, substance use, education, and social services, and to conduct specialized outreach at hospitals, clinics, schools, and similar institutions, and identify other prospective caregivers through resource families with connections in these professions. Recruiting caregivers who match children\u2019s identities and needs is not easy, however, the process can be simplified through targeted strategies and the use of technological tools such as the <a href=\"https:\/\/binti.com\/\">Binti<\/a> online portal, which helps streamline search, engagement, and licensing processes for kinship and non-kin caregivers.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Partner with resource families<\/strong>. To build strong partnerships with resource families, child protection agency staff must actively involve them in the recruitment, retention, and placement process, as well as other related points of decision-making. Resource families should be abreast of all pertinent information in real-time, including regular updates on children awaiting placement and their care needs. <strong>Arkansas<\/strong> uses a mass-text messaging system to notify resource families about children needing immediate placement, allowing them to engage and proactively plan. Many jurisdictions also leverage the skills and expertise of existing resource caregivers by <a href=\"https:\/\/childwelfareplaybook.com\/recommendations\/hire-current-foster-parents-to-train-new-foster-parents\/\">hiring them to help recruit and train<\/a> new ones. Resource families also are <a href=\"https:\/\/childwelfareplaybook.com\/recommendations\/financial-bonuses-for-recruitment-referrals\/\">incentivized for their role<\/a> in successfully recruiting new caregivers. The state of <strong>New York <\/strong><a href=\"https:\/\/ocfs.ny.gov\/programs\/fostercare\/recruitment\/assets\/docs\/FP-as-Recruiters-Guide.pdf\">employs resource caregivers as consultants<\/a> to assist with recruitment and retention. <strong>New York City<\/strong> <a href=\"https:\/\/www.hiltonfoundation.org\/news\/our-news\/nycs-home-away-from-home-as-a-roadmap-to-recruit-foster-parents-across-the-country\">implemented a peer-to-peer recruitment model<\/a>, which significantly increased the number of available resource families by almost 50% and kinship placements from 31% to 39%, while creating a network of caregivers. To ensure caregivers\u2019 voice is centered in efforts to improve and refine recruitment plans, <a href=\"https:\/\/www.acrf.org\/supports\/resource-family-advisory-board\"><strong>Alaska<\/strong><\/a> and <a href=\"https:\/\/dcfs.illinois.gov\/loving-homes\/fostercare\/com-communications-statefpadv.html\"><strong>Illinois<\/strong><\/a> established <a href=\"https:\/\/bettercarenetwork.org\/sites\/default\/files\/diligentrecruitment2018.pdf\" target=\"_blank\" rel=\"noopener\">advisory boards<\/a>.<\/p>\n<\/div>\n \n \n <!-- conversly to above, we need to not show the CTA here if it's the Head Section style -->\n  <\/div>\n<\/div>\n\n\n<figure class=\"quote content-section light wp-block-quote backgrounds-and-margins-aware-block margin-top margin-bottom padding-top padding-bottom\">\n <div class=\"container mx-auto px-5\">\n  <div class=\"basic-quote text-revolver\">\n <blockquote class=\"relative z-0\"><p>It\u2019s important to have workers who can clearly explain to new caregivers what it takes to be a therapeutic resource parent, even if that means allowing another therapeutic resource family to share their experience with caring for a child with higher needs.<\/p>\n<\/blockquote>\n  <figcaption class=\"text-md text-right mt-9 font-sofiapro\"><cite>&mdash; Lisa Myles, Resource and Adoptive Caregiver, Illinois<\/cite><\/figcaption>\n  <\/div>\n\n  <\/div>\n<\/figure>\n\n\n<div class=\"content-section light fresh-text single wp-block-fresh-text backgrounds-and-margins-aware-block margin-top margin-bottom\">\n <div class=\"container mx-auto px-5\">\n\n \n \n <!-- The CTA is moved up next to the title when in the Head Section style -->\n \n  <div class=\"callout\"><p><!-- wp:paragraph --><\/p>\n<p><strong>Think beyond child welfare and collaborate with community-based organizations<\/strong>. Effectively supporting children and families extends beyond the child welfare system and must be a shared effort that includes the collective support of the broader community. An Oregon-based organization, <a href=\"https:\/\/thecontingent.org\/\">The Contingent<\/a>, launched an initiative to mobilize nonprofit, private, and faith-based organizations to partner with government agencies in recruiting and supporting certified resource families. The Contingent also <a href=\"https:\/\/www.kgw.com\/article\/news\/state\/ai-recruiting-foster-care-the-contingent-nonprofit-oregon\/283-d8196abb-687f-4e15-ba22-28eed8f9c48c\">uses artificial intelligence and high-tech data analysis to match children<\/a> with potential resource caregivers in the same zip code. Child protection agencies also can designate a liaison to partner with community groups and <a href=\"https:\/\/www.casey.org\/faith-based-organizations\/\">conduct outreach at faith-based institutions, cultural events, schools, and local businesses<\/a>, targeting places like barbershops and hair salons. This outreach should include sharing specific data about local needs and offering clear, actionable ways for community members to get involved, rather than disseminating general information. For example, it is more impactful to highlight specifically that \u201cfour young children in your neighborhood may have to leave your local elementary school\u201d rather than stating \u201chundreds of children in foster care need homes.\u201d<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Enhance child protection agency staff skills and recruitment activities.<\/strong> Staff need training to enhance their professional skills in <a href=\"https:\/\/professionals.adoptuskids.org\/customer-service-concepts-for-recruitment-and-retention\/\">positive customer service techniques<\/a> and adhere to guidelines for timely responses when working with resource families. Agencies should evaluate recruitment activities to ensure implementation of active, child-specific recruitment efforts, such as case record-mining and <a href=\"https:\/\/www.casey.org\/family-search-strategies\/\">family search and engagement strategies<\/a> to identify important adults connections in a child\u2019s life. When identifying placement options for older youth, recruitment efforts should include existing resource families, as one study<a href=\"#footnotes\"><sup>7<\/sup><\/a>\u00a0found that caregivers for teenagers often are developed over time and not necessarily recruited. To bolster a caregiver pool for teens, agency leaders can help staff develop targeted strategies to identify, inform, and encourage experienced caregivers to consider accepting teen placements. <a href=\"https:\/\/ocfs.ny.gov\/programs\/fostercare\/recruitment\/assets\/docs\/Revitalizing-FC-Recruitment-2018.pdf\">Promising programs<\/a> include <a href=\"http:\/\/www.cebc4cw.org\/program\/30-days-to-family\/\">30 Days to Family\u00ae<\/a>, <a href=\"http:\/\/www.cebc4cw.org\/program\/family-finding\/\">Family Finding<\/a>, and <a href=\"http:\/\/www.cebc4cw.org\/program\/extreme-recruitment\/\">Extreme Recruitment\u00ae<\/a>.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Remove barriers that prolong the licensing process for resource families, especially kinship caregivers<\/strong>. <a href=\"https:\/\/www.gu.org\/app\/uploads\/2023\/05\/23-Children-Thrive-in-Grandfamilies.pdf\">Research shows<\/a> that children in out-of-home care often have better outcomes when placed with relatives, and <a href=\"https:\/\/www.casey.org\/kin-first-approach\/\">kinship care always should be the first priority for placement<\/a>. To simplify kinship placement process, <a href=\"https:\/\/www.federalregister.gov\/documents\/2023\/09\/28\/2023-21081\/separate-licensing-or-approval-standards-for-relative-or-kinship-foster-family-homes\">a 2024 federal rule<\/a> allows Title IV-E child welfare agencies (states and tribes) to <strong>simplify<\/strong><strong> the process for kinship caregivers to become licensed or approved resource care providers<\/strong> by adopting separate standards for kin-specific foster care that is different from non-relative licensing or approval standards. This federal rule also removes barriers to accessible services and financial resources, as it requires Title IV-E agencies to periodically review licensing or approval standards and amounts paid as foster care maintenance payments, ensuring kinship resource families receive payments equal to what is provided to non-relative resource families. <strong>Michigan<\/strong>, <a href=\"https:\/\/us.pagefreezer.com\/en-US\/wa\/browse\/0a7f82bb-be6e-448a-ae11-373d22c37842?find-by-timestamp=2025-01-02T05:49:59Z&amp;url=https:%2F%2Fwww.hhs.gov%2Fabout%2Fnews%2F2024%2F03%2F28%2Fhhs-secretary-becerra-announces-michigan-first-state-implement-kinship-care-rule.html&amp;timestamp=2025-01-02T07:03:02Z\">the first state to implement the new rule<\/a>, launched a streamlined resource caregiver approval process specifically for biological relatives and fictive kin (people close to a family but not blood relatives) that requires only a background check and fingerprint assessment. Once approved, and after a caseworker\u2019s assessment determines the kin is a suitable and safe placement, the child is released into kinship care. Additionally, kinship caregivers receive the same maintenance payments as licensed families, and Michigan provides administrative payments to private agencies that manage cases involving unlicensed kinship caregivers. This connection enables biological families to stay involved, offering support and insights that aid in the child\u2019s adjustment and development while in out-of-home placement.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Assign dedicated staff to support each resource family.<\/strong> Agencies should ensure that a <a href=\"https:\/\/theacademy.sdsu.edu\/wp-content\/uploads\/2015\/10\/pcwta-research-support-retention-recruitment-oct-2015.pdf\">designated caseworker or support person<\/a> is available to address challenges and provide continuous support, especially during a child\u2019s initial placement. Caregivers of children with emotional and behavioral health needs often require flexible and responsive services. States should ensure 24-hour real-time support to resource families. Interventions like the Family Partnerships of Central <a href=\"https:\/\/brevardcares.org\/mobile-response-team\/\">Florida\u2019s mobile response<\/a> team, the <strong>New Jersey<\/strong> <a href=\"https:\/\/www.casey.org\/nj-mobile-response-stabilization-services\/\">Mobile Response Stabilization Services<\/a> and the <a href=\"https:\/\/county.milwaukee.gov\/EN\/DHHS\/BHD\/Wraparound--Milwaukee\">Wraparound Milwaukee model<\/a>, which includes a <a href=\"https:\/\/county.milwaukee.gov\/EN\/DHHS\/BHD\/Milwaukee-Mobile-Crisis\">mobile crisis<\/a> element, offers crucial support to stabilize children in crisis, allowing them to remain with families instead of being placed in group facilities. Additionally, child protection agencies should provide resource families with essential wraparound supports for regular, consistent, and flexible respite care within their own networks and communities. Caring for children with complex emotional and behavioral needs can cause stress and lead to burnout for caregivers. Having a respite plan with identified and committed supportive connections for moments when temporary relief is needed allows caregivers to take breaks, recharge and attend to personal wellness needs. The Family Focused Treatment Association suggests <a href=\"http:\/\/www.grandfamilies.org\/Portals\/0\/documents\/Resources\/Foster%20Care%20Licensing%20Resources\/2013%20Program%20Standards%20for%20Treatment%20Foster%20Care.pdf\" target=\"_blank\" rel=\"noopener\">involving individuals from the children\u2019s network<\/a> \u2014 parents, friends\u2019 parents, and teachers \u2014 as trained and approved respite providers, which helps to reduce caregiver isolation, strengthens retention, and increases placement stability for children in out-of-home placement.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Support children\u2019s access to activities that promote normalcy and healing.<\/strong> It\u2019s important to support child participation in activities \u2014 whether in school, the community, or faith-based settings \u2014 that align with their interests, passions, and developmental needs. Engaging in extracurricular activities has therapeutic benefits for young people, as it fosters a sense of belonging, builds positive relationships with peers and supportive adults, and helps establish healthy routines. These experiences can play a critical role in stabilizing placements and supporting overall emotional healing.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>Offer fair compensation and appreciation to reflect the value of high-quality care<\/strong>. In <a href=\"https:\/\/ocfs.ny.gov\/main\/policies\/external\/2023\/adm\/23-OCFS-ADM-14.pdf\" target=\"_blank\" rel=\"noopener\"><strong>New York<\/strong><\/a>, reimbursement rates for resource families were recently increased to align with rising childcare and essential services costs. <a href=\"https:\/\/cdss.ca.gov\/Portals\/9\/FosterCare\/FCRR\/cdss-summary-of-foster-care-permanent-rate-structure.pdf\" target=\"_blank\" rel=\"noopener\"><strong>California<\/strong><\/a> is implementing a new tiered rate structure that corresponds to the child\u2019s assessed level of need. For example, children with the highest needs may receive up to $6,296 per month for care and supervision, along with additional funding for immediate needs and administrative support.
