David Sanders, Ph.D.

Dr. David Sanders joined Casey Family Programs in July 2006. He provides strategic direction over the foundation’s work with child welfare systems to improve practice, with an emphasis on safely reducing the number of children in foster care. He also oversees the foundation’s public policy and research work.

Melissa Shields

Melissa Shields joined Casey Family Programs in 2010 and became an executive vice president in 2025. She oversees communications, human resources and organizational development. Prior to joining the Executive Team, Shields served as senior director and managing director of Human Resources.

Roxanna Nowparast joined Casey Family Programs in 2004 and became an executive vice president in 2016. She oversees the foundation’s legal affairs, provides counsel to leadership and staff, and helps with setting and implementing strategic goals from a legal perspective. She also oversees the foundation’s facilities team.

Scott McCaulou, CPA

Scott McCaulou is a highly accomplished financial professional with a distinguished career spanning over three decades. Since joining Casey Family Programs in 1992, he has consistently displayed a deep commitment to the organization’s mission, while exemplifying the values of stewardship and innovation. McCaulou’s strategic mindset and exceptional leadership skills have played a pivotal role in maintaining the financial stability and success of Casey Family Programs.

Zeinab Chahine, Ph.D.

Dr. Zeinab Chahine joined Casey Family Programs in 2007 and became an executive vice president in 2021. She oversees the foundation’s direct practice work with children and families as well as its engagement with American Indian and Alaska Native tribes. Prior to joining the Executive Team, she served as managing director for strategic consulting in Systems Improvement.

Joseph Boateng, CFA, CPA/PFS

Joseph Boateng joined Casey Family Programs as its first Chief Investment Officer in January 2007. He provides counsel to the Board of Trustees as it carries out its responsibility for the investment of foundation assets. Boateng oversees a team of investment analysts and support staff that are caretakers of Casey Family Programs’ endowment. He advises the Board of Trustees to ensure that foundation assets are invested prudently.

William C. Bell became president and chief executive officer of Casey Family Programs in January 2006. He chairs the Executive Team and is ultimately responsible for the vision, mission, strategies and objectives of the foundation.
