Partnerships for Permanency in Sacramento County

Sacramento County’s Child Protective Services (CPS) permanency division and Casey Family Programs have been working together on permanency case reviews (PCRs) since 2015. These structured, in-depth conversations about an individual youth’s future explore his or her permanency options and identify potential connections for a lifelong family.

Nearly 275 youth benefited from PCRs during the partnership’s first 18 months. Today, Sacramento CPS and Casey Family Programs continue to refine this approach to permanency. This report summarizes the team’s experience with PCRs and chronicles the story of the Casey–Sacramento partnership as leaders worked to change the conversation and practice around permanency.
